TILA rescision letter

1. Obviously, the TILA notice of rescission can be mailed to be effective.
That is the default method of delivery. However, my three year deadline is
coming up, and I would like to have it delivered faster than possible by
regular mail. (A) Can I "overnight" it? (B) Can I fax it?
2. To what department in the bank should the TILA rescission letter be
directed?
3. Can someone suggest a contact for a TILA rescission letter at Indymac?
