The US trustee position on such chapter 13 issues is posted on their web
site re directions for filling out 22c form.

Reference is Line 27, page 5, "Debtors who operate vehicles not subject to a
loan or lease may deduct an additional $200 if the vehicle is owned by the
debtor, and is older than six (6) model years or has more than 75,000 miles."

What is the current consensus amongst our judges for allowing the ownership
expense deduction on means test Form 22A lines 23 and 24 (as distinguished
from the operating expense on line 22) where the debtors have no secured
debt or lease payment on the vehicle(s) (i.e. they are free and clear)?
I have a case where the difference for the two cars the debtors own will
make the difference between "passing" and "not passing" the means test.
