I brought up the issue during the meeting and there was some disagreement as
to how this works. One person said they just ate the cost because the
system prevents you from filing new cases, and it wasn't worth the hassle.
Someone else said that there is a way to bypass the notice and continue to
file cases anyway. I believe it was Jeff Cozad that mentioned you could
simply contact the clerk and try to get a refund.

I filed a request to convert a 13 to an 11 with a $765 filing fee in
Sept. Massa Ellen Carroll entered the order dismissing the 13 first
(in fairness she probably entered it before she got the other
order). I sent a request for refund immediately. Yesterday I got a
call from James Sandino (sp?) in the clerks office saying sorry for
the delay and whoever is supposed to do this is on jury duty and I
should get a refund real soon. I didn't write down the guys phone
number.

I am not sure I heard correctly at the last MCLE meeting, but did
someone say they were able to get a refund of the filing fee to reopen a
case if the purpose of reopening was simply to file Form 23?
