IRS Philadelphia Telephone Number

The post card we all received from the IRS's Centralized Insolvency Operation in September advised us that their new telephone number is (800) 973-0424. When you call this number, it has no options for inquiries for active cases, such as removing a wage levy. I know their fax number, (267) 941-1015, but does anyone know the correct phone number?
