in a 7 and a 13, yes, in an 11, no, can be the ds hearing date, or the plan confo hearing date. If you bring a motion/adversary early in an 11, and no one opposes, you can ask that the valuation be for all purposes in the 11. Some judges, however, refuse this request, and demand the valuation be at confo.
