Grant money from county

Check to see if there is some sort of statutory lien against the truck
itself under the grant contract. While there may not be a perfected lien by
recording with the DMV, the truck may still act as a security for the terms
of the grant. Arguably then the contract acts as the security for the 5
years of service. Just a thought.
Otherwise I might see if there are ways to cut his other exemptions so he
doesn't lose the truck.
