All debts are dischargeable unless there is an exception. Please review
523(a). Liens survive, but only to the extent they have already attached to
property.

Elderly Client has some old California state and federal income tax debts.
Client is receiving SSI and has no property. Each taxing authority has
filed a tax lien. Assuming that tax debts are or would be dischargeable,
Does the tax lien have any impact on the dischargeability of tax debts?
In case you are wondering why this judgment-proof client, who is receiving
SSI and has no property, wants to file BK . . . He was told by the
subsidized housing landlord that tax liens impair his eligibility for
subsidized housing.

That would actually be a good reason to file a bankruptcy for
him/her. Since the client apparently has no assets to speak of,
other than ongoing SSI income, then IF the taxes are dischargeable,
the lien would not attach to any postpetition income or assets and
that should resolve the issue of the subsidized housing (which most
likely is concerned that because of the tax lien he might not
otherwise be able to contribute his SSI)
No, the tax lien does not affect dischargeability. The lien remains
against any assets the debtor has on the date the bankruptcy case is
filed (just to directly answer your question)
