Can't find local rule that says you have to send copies of certain

Does anyone know off hand the local rule that says when you are citing to a
"foreign" case, you have to send copies of that case to the judge? I can't
find that rule and I can't remember whether it applies to state cases, or
what. I just want to review it but I just can't find it. Help, please???
