No court permission required for C13 debtor to hire professionals. Issue is
whether that professional can be paid by the estate. If not, how else does
the professional get paid?

In a Chapter 13 do we need to get court permission to hire a tax specialist
to deal with the Debtor's disputed tax issues? Or can the debtor just hire
someone? This is preconfirmation.
