administratively consolidated Ch 13 cases

I will represent two Chapter 13 debtors in two separate cases that have
the same main creditor due to a failed business they owned together.
They owe $400,000 on a guarantee to that creditor who is guaranteed by
the SBA, and most of the debt is secured by their separate residences.
I want to have each of them pay toward half of the $400,000. I'm
thinking of administratively consolidating their cases to do so, as the
debt is otherwise owed jointly and severally.
Am I correct to join their cases together this way?
