In a 13 Plan can debtor sel his truck if he owns it free

Section 363 if the truck is property of the estate. Nothing required if not
property of the estate. Has the plan yet been confirmed? What does the
plan say about vesting of estate property?

The truck has no liens agains it. It is not part of debtors paln. If he had
filed a 7 instead of a 13 the truck would be exempt.
Can he sell it if he has an emergency need for funds? Or more precisely can
he keep the sale proceeds? Does he need permission?
