Driver's license suspended due to subro judgment for car accident

Debtor was sued for negligence for a car accident. Insurance sued him for
subrogation claim. The judgment was entered in PA. Because of the judgment,
his license was suspended (unbeknonwst to him). He found out in CA
recently when he was pulled over and they yanked his license.
1) I believe the judgment can be discharged because it is for negligence.
Let me know if I'm wrong.
2) How do we get his license reinstated? He lives in CA now. How long does
that take? Can we get it reinstated when we file the BK, or does he have to
wait until discharge?
