"Closed" CH7 case

PC called me regarding an attempt by Best Buy to collect on a debt
discharged by Chapter 7 in 2006. I checked the docket and found the trustee
report of no assets; but the pro se debtors had not filed their financial
management course so the case was closed without discharge.
Is filing the financial management course certificate a "ministerial" task
under 350(a)? LBR 1017-2 requires a motion to reinstate pursuant to FBRP
9024 which I read as allowing this type of motion. However four years seems
like a long time and it seems like latches would have set in. Is there any
time bar that I am missing?
