In order for debtor to get a fee waiver , he must show that his income is less than 150% of the Poverty Guideline amount and in addition that he does not have funds to pay the filing fee instalments. All the instructions and forms are on the court's website. There is a decision In re Machia 360 BR 416 which discusses this in detail. Apparently, if the debtor gets a fee waiver, the trustee does not get a fee in the case.
