UST's Use of National Standards

I just received my first call yesterday from OUST regarding a Chapter 7. Seems OUST objects to 60-year old debtors living in a house with $2100 month rent; they believe a couple can live on $1600/month rent in an apartment. They also object to cable TV (no TV reception in Foothill communities). Has anyone experienced this before? It sounds like they want to apply IRS National Standards to Schedule J. Statutory authority? Or they just want to throw more debtors into 13?
