Note: Internal Revenue Manual 5.8.5 Financial Analysis provides for an increase in the operating expense by $200 (Add to the $251 for one vehicle) for vehicle "over six years old" and "reported mileage of $75,000 miles or more" and therefore do NOT list the $200 as an "ownership expense" since that is prohibited since In re Ransom.

When are additional amounts claimed on Line 21 ("housing and utilities adjustment")? I have a debtor who pays $1900 in rent and the difference between the actual rent amount and the allowed $1285 is exactly the amount of "disposable income" under the means test. Obviously, he cannot afford a 13 but is he out of luck for a 7 as well?

Also, he has two old cars, I believe the OUST would object to claiming two car owership expenses. Will they not? It's happened before...

Thanks in advance.
