David: the creditors have a right to call third parties for locations
information and they are not supposed to ID themselves as a collection
agency when doing so. However, from the facts you gave, they already had
her location, which means they have probably violated the FDCPA.
The purpose of the call is to intimidate and pressure your client into
paying because she won't want the neighbors to know about her personal
finance issues.

Sounds like a violation or possible violation of the FDCPA. If you are not

I truely have a strange encounter.....A client called this morning and said she lives in a gated community and her neighbor came to her house and said a man named "Joe" called his house and said the following:
"I got your phone number from a platt map and I need to speak to your neightbor. Could you please tell her it is very important." I called the number and it is a collection agency. Anyone have this experience and/or anyone know if this conduct by creditors is legal?
