Vehicle Ownershiip and Operation Costs

I was told that the Group had been discussing the allowance of both ownership and operational costs (as allowed by IRS standards) of a vehicle even where the Debtor owns the car (or cars) outright? Ransom did away with the practice I believe. Is there something new? Is Lanning being intrepreted to have changed this? Thanks as always for all comments. Simon.
