Veteran's Disability Payments and Means Test

They are not coming from Social Security and unfortunately includeable in
income for the means test.

PC receives VA disability payments. I would assume they would be coming
from the Social Security Admin were he not a veteran. Should these be
included in calculating income on the Means Test?
