LA County Tax applied to wrong period by creditor

Chapter 13: Debtor owed property tax, which is in the confirmed plan.
Debtor makes post-petition payment for property tax. County applies to
pre-petition arrearages debt instead of post-petition expense. Phone calls
are not helpful in resolving it. Any advice on how to straighten it out?
