Judicial Evaluation Committee--Judge Tighe Procedures

The newly formed committee made up of Randolph L. Neel, Chair, David
A. Beck, David Tilem, Jeffrey Shinbrot, Lauren Ross, Hank Toles, and
Brett Curlee met during the General Membership Meeting on January
31, 2004. We decided one of our first tasks would be to prepare a
profile of newly appointed Judge Maureen Tighe. We need membership
input, even if just brief comments about her courtroom procedureal
preferences and personal likes and dislikes. We also need
information about her professional background.
We intend to assemble a set of "local, local rules" set by each
judge in the Central District and want to start with her. By
circulating those LLR's among the judges, we may be able to
influence some of them to change the more odious rules by
illustrating what most judges do in particular situations. We
solicited a set of judicial profiles from a general member not on
this commitee and he agreed to provide them. We can use those to
begin a LLR Profile. We intend to incorporate the judicial variance
information from the Court website.
Action List:
1. RN to contact Judge Tighe to set appointment to interview her
with at least one other member. Brett Curlee volunteered. Others
are welcome. Let me know if you are interested in meeting with her.
2. General Members to provide the committee with comments about
J. Tighe's courtroom procedures.
3. By February 12, 2004 each Committee member to draft a list of
6 questions on courtroom procedure to use to interview J. Tighe.
4. After meeting with her prior to the next General Membership
meeting, the Committee will asemble the various pieces of
information and prepare a draft proto-type profile for presentation
to the Board for consideration and revision.
