Bank Set-Off

Client has judgment by the bank against them for $30,000.
Client, ignored the judgment, and made CD deposit of $12,000, and
has checking account for $1,000. Yesterday, client showed up with a
Sheriff's Levy order issued by the state court. They have no home
or other assets, and they want the money.
Question: can clients file Ch7 and claim exemption to take the money?
