Is L.A.C.E.R.S. pursuant to Public Employees Retirement Law?

Does anyone know: Is the Los Angeles City Employees Retirement System
pursuant to the Public Employees Retirement Law? Gov't Code 20000 et
seq.
If not, under what Government Code (or other code) is LACERS
promulgated?
Also: are the contributions to public entity retirement/pensions
made solely by the public entity? - or are deductions taken from the
employee's compensation? or both?
