Debtor not on mortgage but on title

Can you file a Chapter 13 for a husband only who is on title to the property but not on the mortgage Note?
According to the NOS, the wife is on the mortgage as a married woman. Due to the fact that we are a community property state, can't the husband file on his own and stop the sale?
