How soon to file Chapter 13 after Chapter 7

The language of 1328(f)(1) is confusing. It reads as if you have to wait 4
years after the Chapter 7 discharge to file a Chapter 13 and be eligible
for a discharge. However, I understand the practice to be filing date to
filing date. Anybody have any insight for me? Any case cites would be
helpful. This is for a case in CDCA in Orange County and the case has not
been filed yet. Thank you.
