He issued an Order re Presentation of Evidence at Trial, which was quite specific about the order and presentation of the declarations constituting the direct evidence, exhibits etc on both sides, and the plaintiff's rebuttal as well as trial briefs.
At the trial, if your witnesses are not there for cross examination or have not submitted declarations, on the first day of trial, their declarations will be excluded and will not be allowed to testify.

Yes to both, but read his trial procedures for specifics of his singular
procedures, which I believe are in his area in the Court's website. If
not, Judge Carroll has adopted Judge Russell's procedures, I recall.
