Nope. If it is not a 13 judge the case is reassigned from the 13 wheel.

The case will get reassigned to one of the Chapter 13 judges. Same thing in reverse, when a case is converted from Chapter 13 to Chapter 7 it will be reassigned to a Chapter 7 judge.
