must disclose that the same motion was previously denied, why it was
denied, change circumstances, etc.

You can file it as amended Motion filed pursuant to Federal Rules of Civil
Procedure Rule 60(b) and Local Bankruptcy Rule 9013-1(1). The declaration
has to attached the order denying the motion. Follow the Local Rule. It
says what you need to do.

Hi,
I filed a motion for authority to incur debt in a chapter 13, which was
denied by VZ because I had not served all creditors on the credtior matrix
- the ones I hadn't served were all "notice only" creditors, such as the
IRS. Anyway, can I fix this by serving all the creditors now, and then
uploading the declaration of no opposition and then the proposed order at
the appropriate time, or do I need to file some kind of additional motion
with this, like a motion to reconsider, or...?
