New Law???
A lawyer friend who represents a lot of foreclosure trustees explained that there is a new law that "I believe" says after the NOD runs for 90 days, the lender has to wait another 90 days before publishing NOS. I will confirm, but that's what he told me. They are getting up to speed on it as well.

Without offering any opinion on this, these are the same people that "heard"
that Chapter 7 is going away and Congress is "forcing" loan modifications.
When confronted with some new wonderful panacea that will benefit most of
our clients and yet I have not heard a thing about it from the knowledgeable
people with whom we all associate (and my own independent sources), I ask
that they send me a link to a reputable source. I file it under "rumor
control."
A quick search on this specific question turns up this story on two bills:
