Useless? Personal injury exemption under Section 703.140(11)(D)

If we cut a finger off, what is the compensation for losing the finger?e from economic loss and pain/suffering.

Section 703.140(11)(D) allows an exemption of $20,725 for personal injury proceeds, not attributable to pain and suffering or compensation for actual pecuniary loss.
What is left if this is not for pain and suffering and pecuniary loss? Any ideas? What element of a PI claim is this exemption for?
