I had a similar case recently. The clean up was contracted out by the
Coast Guard. No problems.

Dear List Mates:
Client charged more than $100,000 by U.S. government for sunken boat. If it's a bill for services rendered, it seems is subject to discharge. If it's considered a penalty, perhaps there may be some issues of dischargeability.
