525(a) seems applicable, whereas (b) and (c) do not. Thanks for the

Department of Industrial Relations license Division of Labor Standards
Enforcement fined my client for failing to timely seek a particularly
license. Now my client has filed a Chapter 11 but the agency is refusing to
reissue the license for this year until the fine for a prior pre-petition
year is paid. Is this a stay violation?
It's a fine, but not the commencement of continuation of a criminal
proceeding.
It's not for a tax, but for a license fee.
It has nothing to do with education.
It's not an ad valorem tax or property tax or special tax or assessment on
real property
Has anyone seen anything like this before?
