Expanding on this a little bit...

Judge Zurzolo made one of his announcements from the bench last month. Part
of it included that Chapter 13 trustees now accept ECF as "service."

However, relevant to this thread, the chief judge indicated that in an
effort to unclutter the docket and get rid of bogus "buy some time" filings,
that it was his inclination to much more quickly dismiss cases where people
were not prosecuting them by not attending 341(a) or completing petition in
15 days. I'm going from memory here, but the impression was things were
going back to the way they used to be.

Not surprisingly, this was at the end of a docket where probably half the
cases were dismissed at the 1st or 2nd confirmation hearing for
non-appearance of debtor, etc. You can tell he was annoyed it got even this
far, and was changing that.

He also was asking a lot about fees for counsel where they attended but the
debtor was not making payments or attending 341(a) hearings, and indicating
that maybe what was accepted was not reasonable.

The expectation was that appearance counsel making special appearances were
expected to know how much was accepted for these wasteful and
docket-clogging Chapter 13 cases.

I'm not sure how much of this is only his courtroom versus something
broader, but thought I'd share.
