May 45 day notice in LBR 2016-1(a)(2) be waived in CH 13 when I am filing the fee apps for all professionals at the same

I've done so in individual chapter 11 cases. The local rule is for the purpose of making sure there aren't multiple separate fee application hearing dates in the same case, so you most likely with not raise concerns by skipping that step. Perhaps file a declaration explaining that all professionals are participating, with your regularly noticed fee application.
