Are parking tickets dischargeable under 1328(a)(3)?

That limitation follows a hyphenated phrase:
"other than a tax penalty---
ed before three years before the date of the filing of the petition.
parking tickets and traffic tickets are not tax penalties.....subsection does not apply.

I agree with David and Keith. 523(a)(7)(B) only relates to tax penalties,
no other kind of governmental penalties.
