Biden was against the bill from the beginning. He is the Senator from MBNA.
Shortly before the vote on cloture, Feinstein announced she was voting
against cloture and the bill. She stated that she had made the decision
because the GOP was voting in bloc against all amendments of any kind,
without consideration as to their reasonableness. The Schumer amendment was
viewed as, and was in fact, a poison pill amendment that had no chance
amidst the GOP hysteria.
