Ch13 Plan, Objection notice days

Rutter reads that here in the Central district the notice period for Ch13
plan objection is 35 days. I read the local rules that objection notice is
14 days. Why does Rutter add the 3015(g)(1) 14 days to the FRBP 2002(a)(9)
21 days for plan confirmation. Have I missed something?
