I have asked Judge Donovan and Judge Kwan about this, and they both said the only people who need to be served (at least in a Chapter 7 case) are the case trustee and the U.S. Trustee, since it's an administrative action. Judge Donovan said judge's copies of the motion and order weren't even necessary.
Assuming the Chapter 7 trustee and U.S. Trustee consent to electronic service, you should be able to simply put their names and email addresses in Section I of the Proofs of Service.
Also, just FYI, in cases where the client has received a waiver of the filing fee (mostly applies to pro se and pro bono cases), you can request from the judge a waiver of subsequent fees (including the Motion to Reopen).

Despite my harassment, one of my clients didn't complete their B23 and post petition course and his case was closed without discharge. When you do the motion to reopen, do you serve all the creditors with the motion as well the judge and trustees?

And dont forget to do the form of order and upload it on LOU or you will
never get the order to reopen. And make sure to get the filing fee from the
client in advance ($267 or something like that).
