Debt owed to County

Debtors built improvements on their property. Unfortunately, the
improvements were on an easement and the County had to come in and do
additional construction to make the property safe. Debtors were handed a
$70k bill from the County for this work. Since the debt is not a fine
or penalty, would it be dischargeable and would the resulting lien be
avoidable under 522 (assuming it impairs an exemption)?
