Yes. Jurisdiction and venue are based on physical location. It doesn't
matter what the zip code says; that's just a convenience for the postal
service to make its job easier, and by extension, it makes everyone else's
job easier. But in a situation where the zip code and the county line
conflict, go with the county line. File in Santa Barbara, and give Judge
Riblet my regards when you have to explain it to her. Charge the client
extra for this expected hiccup.

the case would not go to Santa Barbara automatically. I would just file it
in Santa Barbara; if the clerk thinks there's a problem, the judge will
hold a show cause hearing, and you can explain it then. I have gotten out
