Does community discharge apply to IRS/FTB dischargeable taxes?

I know California had two changes in exemption amounts this year. However, their is some confusion as to the amounts. According to a form published by the judicial counsel it is one set of numbers:

The statute posted online by the ca.gov it's another set of figures:
I assume if nonfiling spouse has some separate property then the IRS/FTB
can go after that, but with respect to CP, the community discharge applies,
correct?
