Failure to take credit counseling prepetition

Debtor filed the Exhibit D, Statement of Compliance, saying she had taken the course (with no certificate attached), but later filed the certificate, showing that she took the course three weeks postpetition.
Trustee didn't police it.
Representing a creditor, how do you bring this to attention of the "proper authorities" and is the Judge or UST the proper authorities?
Judge is RK, fyi.
I will appreciate replies even over the weekend!
