Subject to it being Riverside, I have never seen an interim Chapter 7 trustee fail to become the permanent trustee.
It takes a creditor objection and nomination of an alternative trustee, and I am quite sure, UST approval before anyone else can be substituted. In any event, I do not believe that the Interim Trustee's acts are any less valid for their interimness (yes I made up that word and welcome corrections); I don't know about Interim Trustee compensation, which may be what inhibits interim trustees in general from taking actions.

Yes, their would be a different Trustee appointed from the chapter 13 Trustee. Likely the chapter 7 trustee saw assets under the other case and is taking action based upon that.
However, anything is possible in Riverside!!!

When a case is converted from reorganization to Chapter 7, is the newly
assigned trustee assigned as interim trustee under s701? I am monitoring a
Riverside case on behalf of a creditor and the trustee is moving to abandon
property, appraising property, giving notice of assets etc two weeks before
the Ch7 341 meeting. I have not seen a trustee take action before his 341
meeting before.
