If there is a formally appointed Guardian of the Child's estate, thatobate court for it. I don't see how a minor has amassed enough debt to do a Chapter 7. Is this a new problem we are seeing?

If there is a formally appointed Guardian of the Child's Estate (as opposed to Guardian of the Person), the Guardian signs the petition on the minor's behalf. You can attach a copy of the Letters of Guardianship (Judicial Council Form GC-250) issued by the Superior Court. If there is no formallyappointed Guardian of the Child's Estate, just use the next friend process.
