Yes to A and B. there is no discharge in the next chapter 13 case, so
no effect on payment of tax.

As most of us know, in a Chapter 13 all prepetition tax penalties
are dischargeable (even on priority taxes) and there is no
postpetition accrual of penalties (or interest).
Assume a debtor is filing a Chapter 20 (Chapter 13 shortly after a
Chapter 7) in order to deal with a bunch of priority tax
obligations. In that case, (A) do the prepetition penalties need
to be paid; and (B) is there any accrual of post petition interest
and penalties?
I'm pretty sure the answer to (A) is yes, but I'm not sure about (B).
