Subsequent Chapter 13 BK--Chapter 7 Case Still Open

In re Blendheim, 803 F.3d 477 (9th Cir. 2015) involved the filing of a 13
after the debtor got a discharge. I do not know about a blanket rule
allowing two simultaneous bankruptcy cases for the same debtor, though I'd
love to learn what that is, but your particular situation seems to fit the
Blendheim facts OK'd by the 9th Circuit.
