Can CA EDD garnish federal SSDI for CA overpayment of unemployment benefits?

I understand Feds can garnish SSDI, but can a state garnish SSDI for
overpayment of CA unemployment benefits? I understand this debt is
discharcheable if there's no fraud, but debtor likely won't be filing BK if
it's not necessary.
