I called the Federal Student Aid department:
https://studentaid.ed.gov/sa/contact#call
They told me that with respect to federal aid, it's up to the school as to
whether or not the funds are dispersed to the student, but that a student's
bankruptcy will not stop the federal aid from being dispersed to the school.

I need info on the standard procedure of ongoing disbursements of student
financial aid (both government grants and loans, and private loans) while a
debtor is in chapter 7.
This is coming up a LOT and I understand that some lenders/grantors will
not disburse while the debtor is in bankruptcy, whether chapter 7 or
chapter 13.
