In CA, a debtor can sign a dec.
A broker can sign a dec.
An appraiser can sign a dec to verify appraiser's appraisal.
Preponderance of the evidence wins, so the higher up the food chain you go, the more likely you win.
Also, the lower you start on the food chain, the less the creditor has to pay to trump you.
It is a question of if you think there will be an opposition do you play the higher card first.
Of course, economics may require you to start at the bottom.
