Means Test: HSA Account contributions

There is a spot on Form 122A, line 25, which allows for Health
Savings Account expenses.
After reviewing the OUST Guidelines, it is not clear to me whether
the amount to be put in that box is the average amount CONTRIBUTED
to the account, or the amounts of average DISBURSEMENTS from the
account.
Has anyone run into this in a case where they got an answer?
